Can over seas games play on Australian Xbox 360s or PC?

I want to play Mortal Kombat 9 and few other games that aren't aloud in Australian Gaming stores co z we don't have a R18+ rating for some silly reason so can Other country's games play on Australian xbox 360s or PCs??
