Is it right that weed is illegal and Tobacco isn't?

I am a Christian and I believe that we should obey the law of the land as long as it is just. So with that being said is it right to outlaw a substance that is only addictive after long and regular use, or something that was engineered to be highly addictive after a relatively short time.
